A morning among Kotor’s stone lanes, an afternoon beside the Adriatic and a quieter day by a mountain lake: Montenegro rewards a trip with room to pause. The useful planning question is not how many sights you can collect, but which base lets you enjoy them. This guide combines a coast-and-mountains route with the practical side of a Montenegro eSIM: the network, data allowance and roaming checks that matter before you land.

Where should you stay: Kotor, Budva or the mountains?

Choose Kotor for old-town walks and the bay, Budva for a beach-centred stay, or Žabljak for Durmitor. These are different travel experiences, not interchangeable hotel locations. A short trip is usually more enjoyable with one base and a day outing than a new hotel every night.

For a flexible seven-night route, consider three nights around Kotor, two on the coast and two near Žabljak. That is an itinerary suggestion, not a fixed tour. Reverse or shorten it around your flight and the weather. If you have only three nights, keep the bay and nearby coast; leave the northern mountains for another visit.

When to go and how to avoid an exhausting route

Montenegro’s tourism organisation identifies May to October as a broad visiting season, but a warm coast does not mean warm mountain conditions. July and August are the busiest coastal months. Spring and early autumn can suit sightseeing; check local forecasts before committing to hikes or boat trips.

Compare flights into Tivat and Podgorica together with the onward transfer, not just the airfare. For a bay-based break, ask your accommodation about the arrival route and luggage access in pedestrian areas. For a coast-and-mountain trip, budget a separate transfer day instead of promising yourself a full hike after a long drive.

Download your route and accommodation addresses before leaving Wi-Fi. A navigation app can help with a changed junction or meeting point, but live traffic and mobile reception are not guaranteed in every valley. At Black Lake, choose a walk that fits the current conditions and your group; ask locally before tackling higher trails.

Montenegro internet: eSIM, local SIM or roaming?

Check your home plan first. Montenegro’s location in Europe does not automatically put it inside your operator’s included EU roaming zone. The EU Council’s June 2026 decision opened negotiations to extend the roaming area to Western Balkan partners; it was not an automatic switch to free roaming for every visitor. An operator may separately include Montenegro, so compare your own allowance and daily charges.

Western Balkan regional roaming arrangements are a separate matter from an EU, UK, Turkish or US visitor’s contract. For a trip combining Croatia, Albania, Kosovo and Montenegro, check each country by name in the chosen package. A product called “Europe” or “Balkans” is not enough evidence of coverage.

How much data should you budget for a week?

Start with what you actually do away from Wi-Fi. Maps, messages, booking confirmations and occasional browsing need a different budget from daily video uploads or working through a laptop hotspot. As a planning example, 300 MB per day for seven days is about 2.1 GB; 700 MB per day is about 4.9 GB. These are arithmetic examples, not measured app consumption or a guarantee that a particular allowance will last.

A 3 GB plan may fit the first example with modest headroom; 5 GB gives almost no headroom in the second. Add a buffer, monitor usage in your phone settings and move cloud backups, app updates and video streaming to Wi-Fi. If two people share a hotspot, count both people’s usage. A longer validity period does not mean a larger data allowance.

Set up the connection before the airport transfer

Before purchase, check the exact phone model, its regional version and whether it is unlocked for other carriers. Install using reliable Wi-Fi and the instructions supplied with your package; check when its validity starts before activating it early. Keep the installation details available on another screen if you need to scan a QR code.

On arrival, select the travel eSIM for mobile data. Enable data roaming on that eSIM if the supplied instructions require it, while keeping data roaming off on your home SIM and disabling automatic data switching. You can keep your usual WhatsApp account. Receiving SMS or making ordinary calls on the home line remains subject to your home operator’s terms.

If data does not connect, check the active data line, package status and the supplied APN/network settings before changing anything else. Avoid deleting the eSIM as a first troubleshooting step: reinstalling may require support.
